The current situation only complicated the issue more. Well, some countries do have prohibition on the Swastika (which even shortly before the situation in Ukraine, was a growing number of players using digits to make them). Gaijin don't want to offend that government. In some places you might get arrested for displaying 8964 on clothing but that's not in the EU. Thankfully the number 2 and other symbols like it are exceptionally common and necessary for daily interactions so the number can never be flat out banned, only restricted for a time, it is very unlikely that gaijin will keep them locked once the war ends (besides that most of the people who would use them in a provocative manor were people who had played the game for years so the restriction has a very limited affect even right now). For example if the common symbol for fish was deemed offensive then the use of the number 2 to create that symbol (a backwards/flipped 2 and a normal 2 paired together make the Greek fish symbol) then that would also be offensive and thus prohibited. If I remember correctly its a broad law that is used to prohibit people from turning otherwise mundane objects or symbols into an offensive object or symbol.
